I am sure its for privacy. I went for years without drapes or curtains in my livingroom as no one around here to look in and couldn't find the right ones. I love love my curtains I have now. I do love looking at Country Curtains catalog. I need some for my kitchen now.
We really like this B&B. But I think this particular window is rather overdone. 
I agree. I like to be able to walk up to a window and look out.
